About the role
I: CONSULTANCY PURPOSE & OBJECTIVES
The International Planned Parenthood Federation (IPPF) is a global healthcare provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all with the vision that all people are free to make choices about their sexuality and well-being, in a world free from discrimination.
In 2024, IPPF launched a comprehensive framework to guide work being conducted through a global Centre of Excellence (CoE) on the elimination of Female Genital Mutilation and Cutting (FGM/C), which is hosted by IPPF’s Member Association (MA) in Mauritania and the Arab World Regional Office. Through the Responding with Essential SRHR Provision and New Delivery Mechanisms (RESPOND) Phase II (2024-2028) Program, under the Towards Universal Sexual and Reproductive Health and Rights in the Indo-Pacific (TUSIP) funded by the Australian Government, IPPF ESEAOR is leveraging the expertise, resources and insights gained through the CoE to inform the design and implementation of activities related to FGM/C prevention and elimination at country and regional level in South and Southeast Asia. In consultation and partnership with key stakeholders, including TUSIP partners UNFPA and UNICEF, IPPF ESEAOR’s RESPOND Phase II regional initiative to end female genital mutilation/cutting (FGM/C) supports awareness raising, norms change, capacity building, advocacy and evidence generation against FGM/C in Indonesia, Malaysia, the Philippines, Thailand, the Maldives, India and Sri Lanka. In Southeast Asia, type I (partial or total removal of clitoral glans) and IV (pricking, piercing, incising, scraping and cauterizing the genital area) of FGM/C as defined by WHO, are reported to be prevalent in certain countries; namely Indonesia and Malaysia. Smaller communities such as indigenous groups and migrant communities in Philippines and Thailand are known to practice or be at risk. In South Asia, FGM/C is known to take place across certain communities, particularly in Sri Lanka, India and Pakistan, though no prevalence data is available.
IPPF ESEAOR is seeking a consultant to develop FGM/C training materials. Using IPPF’s FGM/C clinical guidelines, experience from the CoE, and evidence-based best practice materials from across the sector (including those developed by WHO, Orchid Project, MDWC, ARROW, and others), the consultant will develop/adapt provider training modules for MAs to adapt and use in their specific contexts across South and Southeast Asia. Training materials will follow IPPF’s FGM/C Clinical Guidelines and will cover provide knowledge and skills related to FGM/C, including values clarification and attitude transformation for providers and communities, screening and classification of FGM/C, awareness raising and counselling on FGM/C prevention among parents and other caregivers, information, and counselling and referrals for clients who have undergone FGM/C, as well as sensitisation guidelines for MA staff and volunteers. The training package will expand on the types of FGM/C typically seen in South and Southeast Asia - Types I and IV - but will also include Type II and III, given that in some countries service providers may receive clients (especially among migrant populations) who have undergone these types of FGM/C.
The training materials will be for exclusive use by IPPF MAs for all their service delivery sites and are not intended to be distributed externally due to the need for contextualised training materials amongst IPPF’s MAs and the fact that many FGM/C training materials already exist.
